About Us The Council for Excellence in Government is a non-profit, non-partisan organization that serves as an independent catalyst for constructive change in government and meaningful public engagement. Our mission is to improve the performance of government at all levels, and to enhance the connection between citizens and government. Founded in 1983, the Council is an independent 501 (c) (3) organization and is supported by project grants and other funding from government agencies, corporations, and philanthropic foundations as well as individual membership contributions. Former Presidents Carter, Bush and Clinton are honorary chairs of the Council. A volunteer chair and board of trustees lead the organization. The Council is a leader in homeland security issues and emergency preparedness— particularly focusing on the citizens’ perspective.
